The crypto holder may be anywhere; the fiat predicate is not

The target proves one PLN payment through an admitted Polish rail template. The protocol does not quote foreign exchange, convert between currencies, route a second bank transfer, bridge chains, hold correspondent balances, or prove a second fiat leg.

Calling that a cross-border payment product would hide the hard parts outside the proof: FX execution, licensing, sanctions and identity obligations, liquidity in another jurisdiction, and finality of another rail.

A new jurisdiction or currency/rail combination requires its own semantics, templates, legal approval, parameters, and immutable commitments. Nothing in the PLN deployment claims a cross-border bank route.
